What different reasons are there to follow a verb with TO?

1-- When the verb is catenative: I want to go; I intend to pay.
2-- When 'to' = 'in order to': I left to find a bookstore.
3-- When 'to' is a preposition of direction: I went to London.
4-- With certain idioms and fixed phrases: This room is to let.

Then why can I say:-

I said to him.
I spoke to him.
I talked to him.
I called to him.

but...

I told him. (without - to) Why is it not correct to say I told to him?

Some verbs take 'to' ('I said to him', 'I shouted to him'), some don't ('I told him'; 'I asked him'). You'll have to learn which are which.
