Hi, I'd like to ask if it's grammatically right.

"He seems that he is very rich."

We usually say like "He seems to be ~" or "It seems that he is ~", but the sentence above makes me confused in terms of grammar, not colloquialim.

Odd indeed. Your choices:

He seems to be rich.
He seems rich.
It seems that he is rich.


The first two sentences suggest firsthand observation of the reputed millionaire, while the third suggests secondhand rumour.
