Meaning of "operational details"

I'd like to ask about the meaning of "operational" in the following context:

The Public Monitoring Commissions were established through legislative amendments of XXth December 2004 and thus these bodies are ‘anchored’ in the normal legislation of XXX. However the details of the establishment of these Commissions as well as their operational details are set out in the Decision of the Government , which according to Article 1 of the Law on Legal Acts , are not considered to be legislative acts in the country.
