1) He made a complaint to the IT Department.
2) He gave a complaint to the IT Department.


Can someone please tell me which of the above sentences sounds more natural? Should to be replace with with?

Hi Daemon,

Typically we 'make a complaint' or 'lodge a compalint' but not 'give'.

1) He made a complaint to the IT Department.
2) He made a complaint with the IT Department.
