a)She doesn't take one last year.
b)She does, but she also works hard. -- CORRECT
c)No, Elaine does never take vacation.

Why is c) not correct?

We do not use 'do' in an affirmative statement except for emphatic denial, which is not appropriate here.

Hi,
Since "Never" is used in positive sentences with a negative sense,helping verbs(do/does) are not needed.
Therefore,"No,Elaine never takes a vacation." is correct.
