No, It can't. 'It's' always means 'it is'.

That's not quite correct, it doesn't always mean 'it is'. Throw in a past participle, and it means 'it has'.

It's been 3 days since we spoke. (it's = it has; present perfect)

But no, it can't represent 'it was', only 'it is' or 'it has'.
