If somebody is in your way, what's the polite way of asking them to move over? (Is the use of move over fine here?)

Not really. You shouldn't need to use anything else, although on odd occasions if I am carrying a heavy parcel and someone is blocking my way, I will say, " Coming through." That usually works. :)

Mind your backs (with an optional please) is more polite. Move over is more forthright and likely to be used in a more official capacity - police crowd control for example.
