Verbs used as adjectives are called participles, or participle adjectives. These are part of a larger class of words called verbals.
You use either the present or past participle of the verb to make it a participle adjective.
The passive voice uses the past participle of the verb.
The simplest way to tell the difference is in the word order. Participle adjectives come before the noun they modify. The passive voice uses a helping/auxiliary verb followed by the past participle.
A written message (participle adjective) A message was written (passive voice) _________________ Plan to be spontaneous tomorrow.

According to your reply we only put the participle adjective before the noun , but after the noun is the passive as your scond example . in your reply you wrote (verbs used as ...) used here verb not adj , why you didn't put an auxiliary verb before the verb. And are all verbs have participle adjectives or not ? (lose ,lost ,lost ) the participle adj is lost 0r missing . |

You asked if all verbs have particle adjectives. No verb has a participle adjective, because adjectives deal with nouns and pronouns, not verbs.

I don't know if I understand your question.
I think you're confusing two different situations. Passive voice does not require a participle adjective. Remember that adjectives modify nouns or pronouns, and have nothing to do with verbs or voice.
A sentence can either be written in the active or passive voice, but that doesn't have anything to do with using participle adjectives. Participle adjectives can exist in either active or passive voice sentences. _________________ Plan to be spontaneous tomorrow.

before the verb ( used ) verbs are used ....verb in passive used verbs....adj verbs used as... ?
