A shirt also rests on a person's chest, shoulders, traps, and neck as well. So why could under that thinking, it not be neck?

I listed those idiomatic expressions in response to your statement "that this whole thing is definitely weird."
It's not weird. Native speakers use those expressions all the time.

Hi,

Are there huge differences between the natives who speak english around the world? This kind of dialogs of which i'm observing from time to time here and I started to get scared getting wrong information as i'm joining you to better my language.

Don't be frightened Puppet!

There are just as many differences between different speakers of English as there are of any language. But, the differences are minor and the bulk of the grammar and vocabulary are identical for all speakers.
