In 2007 the sixth Cambodian Human Development Report, "Expanding Choices for Rural People," was launced sparking national debate.

Is the statement above gramatically correct or not?

I am not sure if a report can be "launched".
So, you can say...

The sixth Cambodian Human Development Report - "Expanding Choices for Rural People" issued in 2007 sparked national debate.
OR

In 2007 the six Cambodian Human Development Report -"Expanding Choices for rural People" was issued, sparking national debate.

Hi Jupiter,

'Schemes' and 'projects' and similar words are used with 'launched' to indicate that something is about to be started and involving a certain amount of activity.
