infect has some meanings

1> DISEASE to give someone a disease
Ex: [often passive] Thousands of people were infected with the virus.

2> PLACE/SUBSTANCE If a place, wound, or substance is infected, it contains bacteria or other things that can cause disease.
[often passive] The wound became infected.

3> FEELING to make other people feel the same way as you do
[often passive] They became infected by the general excitement.

we use infected with to show feeling and infected by to talk about disease
