Translation of 'Zulassung'?

Hi, I've come across the following phrase on a German website:

"Leistungen: Zulassung von Trägern und Maßnahmen gemäß der Verordnung zur Zulassung von Trägern und Maßnahmen -AZWV-"

Here is how I would translate this into English:

"Services: Authorization of education institutions and training programs in accordance with the Act of Accreditation of Education Institutions and Training Programs (AZWV)"

It is a puzzle to me, how you got it: Education Institutes, Training Program, etc!!!!
Träger = carrier, holder, wearer, bearer, porter, etc. It has nothing to do with Training.

I am not sure of the translation of ‘Träger”. This is a word of Economic Science.
The Government can be a ‘Träger’ of a particular project, as an Investor, supporter, promoter etc.
