The governmental techniques of a totalitarian regime are necessarily Authoritarian. But a totalitarian regime does much more. It attempts to mold the private life, soul, and morals of citizens to a dominant ideology.

I can't understand the line in blue in the above para. Can someone please explain what it means? Should it be mold ... into a dominant ideology?

This regime's purpose is to impose certain rules that everyone must follow. It tells you that you will believe in this, this, and this, and that you will do that, that, and that.

This is how I see it.
