When someone goes into the water head first, for example, it means that he jumps in so that his head goes into the water first. The opposite would be "feet first".

As far as I know "tongs office" is not an English expression. I have never heard it, it makes no sense, and I can't even come up with it on Google. Maybe you misunderstood another expression.

most of the expression are street made and are formed by daily use. daily new expression are introduce in every langauge of the world on the bases of need and want of the language
