Most Diplomas and Certificates are charged pro-rata the Masters fee

Just to make sure, does it mean diplomas and certificates courses are charged by the same amount as Master courses?

No. If a master's course is more expensive, its diploma or certificate (the piece of paper saying you passed the course) is relatively more expensive than that for a cheaper master's course.
