India is a big country and has more than 1 billion of people.So there may be people who can not speak english fluently

I do not have perfect grammer however I can speak ,I dont know how could I speak fluently without perfect grammer but practising is really important and you have chances to do speaking and practising with people,as you know India's second language is English
