What is difference between the following two sentences?

1. To reward employees for excellent service, an incentive program has been created by manangement.

2. An incentive program has been created by management to reward employees for excellent service.

How can we rewrite the following sentence to make it correct?

Reading the travel brochure, we decided to go rafting

"After having read the travel brochure, we decided to go rafting.

"We decided to go rafting, after having read the travel brochure.
