What is difference between the following two sentences?

1. To reward employees for excellent service, an incentive program has been created by manangement.

2. An incentive program has been created by management to reward employees for excellent service.

How can we rewrite the following sentence to make it correct?

Reading the travel brochure, we decided to go rafting

There's absolutely no difference in meaning, and the two are completely interchangeable.

Even though English relies heavily on word order to determine meaning, there is some flexibility allowed, as your examples show.
