This means the person is talking about a general procedure to be followed. If this is about a the rule you use 'accruing' as it is talking about a procedure. In any particular case when you make a satement of the amount accrued, you use"Total amount accrued for the period,' which the taxpayer may include in his income statement. best of luck, nanucbe |

No. The 'accruing' is clearly finished by the time of the tax return. Accrual = accumulation, and accruing = accumulating. If you insert this synonym into your sentence, you will see that the meaning is wrong with the -ing form.
