I read this sentence in my text book and really don't get the meaning of it.

What does this actually mean?
does this mean that the student get perfect score for an interesting answer?

"Now, interesting as this answer is, should the student get perfect score for it?"

It is suggesting that the student should not get a perfect score, even though the answer is interesting.
