Few days ago, I was having conversation with this person and voicing my concern over particular matter and, as a response, he said that he could understand psychological behind this. I wasn't sure why but I felt like I was offended by this usage and snapped at him like he could assure me whatever the hell he wanted as he wasn't the one whose going to suffer consequences. Probably because that word can be translated into something not good in my mother tongue. Can it be consider as an offensive usage in that context or I'm being too sensitive?

No, it is not offensive unless he was making an angry or facetious face.
