Dear professor: could you explain the use of present tense (stirs) in the following text?
"Caesar declared that he would execute any senator who stirs
up rebellious sentiment in the Roman Empire."

Hi,

The use of the Present Simple (stirs) in this sentence doesn't really work. It clashes with the Past Simple (declared). You could say: Caesar declares that he will execute any senator who stirs ....
