Since you for some reason desided not to provide any context, you cannot expect a clear and exhaustive answer.

This little bit you could have found in a dictionary:

laugh at — to make fun of; deride; ridicule: They were laughing at him, not along with him.
laugh about — to show or feel amusement or good humor: an experience we would laugh about later on.
laugh with — when two or more people find something amusing they laugh with each other.
