What is the difference between the followings?

A. I was responsible for devising a vision and strategy for the project.

b. I was responsible for devising a vision and a strategy for the project.

Aren't these identical? then why?

Puzzled....

Yes, synonymous. The speaker of A tends to think of the two nouns as a single process.
