Model Answer:
The discussion about whether or not although abused of the systems are inevitable, social welfare payments are essential to protect the right citizens have to a guaranteed minimum income in a democratic society is a very controversial one. There are people on both sides of this argument who have very strong feelings.
Social welfare is an essential element for an advanced society. Good systems are always abused, but that does not mean they are faulty. In my opinion, the two main reasons why welfare payments are necessary are as follows:
First of all, as a human being we are social animal. Nobody survive without the help of our society or others. Sometimes, plenty of people in our society have no jobs or unemployed. There are many reasons work for that. We should find out the reason why they are unemployed and after that try to solve the problem. If it is not possible within short time then it is duty of a government to help them temporary basis. Off course, the government should take full responsibilities of them for paying the tax before. Most of the cases the single-parent, disable or depresses people who have no destination at all and who are not satisfied on their life are unemployed.
Secondly, the citizens or the poorer people who have no jobs or unemployed are involving different type of crimes to survive their life. Sometimes, they are not only involved with theft cases, burglary or looting but murder also. Most of the cases they are killed people in contract. Policing is more costly to protect the society in 24 hours duty. So, it is better for any country to serve foods to those peoples for a short duration. If the governments are continue this for a long time then it will be boomerang for them and the consequence will be miserable.
In conclusion, it is vital for democratic society to pay social welfare to the poorer people. Otherwise, the poor will be poorer and the difference between poor and high will be increased. For that reason, the circumstances will be changed quickly and the poorer will be desperate without any reason to make them equal to others. So, it is also the responsibilities of rich people to share their wealth with the poor citizen for their own benefits.
