when mentioning the last person or thing in a list and you say that this thing or person is the last but not the least to emphasize that they are still important.
for eaxample if you have a list contains of 10 names and you write the names in a random way and last name was Joe, you can say last but not least Joe to say that Joe is not less than the previous nine names.
