Hello everyone

I'd like to ask if I need "the" and comma before "room" in the following sentence:

Given that material and technical maintenance of activity of courts is performed by special authorized bodies attached to the Ministry of Justice that act under the Regulation approved by the President of the XXX who also approves the structure and staff size of the Supreme Court of the XXX room for any independence is very limited.
