Please tell me which sentence is right from the point of tense sequence...

1. "Government had made several promises to provide Metro Services by the end of this month but it had been postponed".

2. "Government was supposed to provide Metro services by the end of this year but it had been postponed".

Hi Sonia,

In your first sentence (1) the use of 'had made' doesn't appear to relate to another past tense. Another point is that 'government' on its own is not clear. I would add 'the'.
