I am having trouble related to two main types of sentences....
Where do we actually put helping verbs while using negatives and in the same putting up questions....
e.g. What time it is?
or What time is it?
Which one is correct or better to use....
Similarly,
How far the criticism of Barrack Obama is justified????
or How far is the criticism of Barrack Obama justified????
Which usage is correct????

Should be:
What time is it?
How far is the criticism of B.Obama justified?
