Hi,

You have to connect the person (understood) referred to as 'that' to the verb 'is violating' by using the relative pronoun 'who'.

Alan, what is your opinion on my interpretation of this sentence:

"That" refers to an age, say, 16, which was mentioned in a previous sentence. "Anyone younger than that" means "anyone younger than 16".

"Who" introduces a relative clause, "who sits behind the wheel of a moving car". This clause is linked to "anyone ...". The relative pronoun "who" refers to "anyone ...". "Who" does not refer to "that".

The sentence could be rephrased as: "anyone who is both younger than that age and who sits behind the wheel of a moving car is violating the law. [Ugly, but clear.]

If my question annoys you, I apologize, that was of course not my intention.
