Would any of you be kind enough to explain me what "He is a bit of a character" means? I checked many online dictionaries and idiom archieves, but could not find it.

I think it is used informally, for example in a following way: "That was a bit of a job." - i.e. the job was rather difficult. In your case, I think, it means that someone has got not too simple character.

Usually regarded as being very popular, but also being very unpredictable.
