Sentence 2 is not acceptable word order. You should not insert an adverb between the verb and the direct object of the verb.
You can insert the word "soon" between "can" and "send" (as you did in your first sentence), but the most common location for the word soon would be at the end of the sentence:
- I hope I can send you the photos soon.
If there is no auxiliary/helping verb, you can place "soon" before the verb. You can also use "soon" at the beginning of some sentences.
