I am confused, Which of these are correct?

Yes C and it would be Jim repeats himself while talking.

A - "repeats" and "over and over" say the same thing. If you were going for this construction, you might say Jim says the same thing over and over when speaking (or talking)

B could be Jim repeats his words (or thoughts) when talking.
