Hello everyone

I'd like to ask what "from the Library of Porthologos" implies in the following context:

My name is Mikos, and I am a resident of the city of Catharia. I am a Catharian from the Library of Porthologos, located in the HOLLOW EARTH beneath the Aegean Sea. This communiqué is in honor of the publication of the messages from our sister-colony, TELOS.

Does the phrase imply that this person works in this library or does it simply indicates that was in the library when he wrote those lines?

It can mean either one.

Can you not elaborate on context?
What are you trying to do? Are you trying to understand what was written or said to you, or are you trying to express the thought?

Having read your phrase "Can you not elaborate on context?" I did a search in the book and found the answer in the middle of it: the phrase in question means both things -- that person was in the library when he wrote that lines and he works there.
