Hi Anette,
This is an example of the subjunctive form and no 's' is needed in the third person singular. This is what is called a mandative subjunctive where some sort of action is called for or demanded. In other words it is required/essential that the manager should help. I've written some notes on the subjunctive for the site, which may help.
