so 80's = 1981 - 1989

80s = 80-89 = 80ish (like the grades in 100 system)

am i right? thanks!

'80ish' is an odd transcription (it would normally be written out: 'eightyish') and only applies to age; it would refer to ages roughly between 78 and 82.

Use '80s' for the decade (1980-1989) and without the apostrophe.
