Hi,

Please rephrase the sentence bellow to understanding easily:

An entity can be an individual person, organization, etc. If more than one entity is listed, the entities shall be ordered as most relevant first.


In fact, meaning of the red section is difficult to me.

What it means is: "... the most relevant one goes first, then the second most, etcetera".
Or, more formally: "If there is more than one entity, the entities shall be listed from most to least relevant".

Note that "shall" is used only if this is an instruction, not if it is an explanation or description.
Note also that the word "entity" is quite a vague word; it may be better to replace it with a more specific word, such as "party" or some legal term, if possible.

I think that it means similar to the Recent List in the product list, for example(i.e., the last added product should be displayed at first). What's your idea?
