In“By now we can probably all agree that the iPhone is the Model T, the Sputnik, the Lawrence Taylor of the mobile technology realm. We are still waiting for the offenses to adapt, the competition to catch up”,what is the meaning of the phrase ‘offenses to adapt’?

From the extract you have given ....

"offenses" in this context means those that are against us. (in other words our competition)
Place this with "adapt" and it could mean "to change, modify, enhance their way, method, product" to similar or better ..

In other words a statement and confirmation e.g. the offenses to adapt, the competition to catch up”,.... (saying the same thing twice with differing perception)
