He said there seems to be a lack of political will to push ahead with a bonus tax in the U.S.

I did not understand the grammar structure of the sentence above. Please can anybody explain me? it is ok "He said there seems to be a lack of political will"section. but why did they use "to" between will and push?where is the verb before "to"?

The "will" in your sentence is not a verb but a noun. It means determination or desire.
