Well, I think meet and meat are homophones. However, I have a TOEIC Bridge prep book that says these words are called homonyms.

TOEIC listening, talks: Supervisor is giving instructions about payroll procedures and company policy to new employees

Homonyms fall under the following groups:
• Perfect homonyms
• Homographs
• Homophones
Yes, meat- meet, see-sea are homonyms, but to be more concrete--homophones.

In other words, all homophones are homonyms, but not all homonyms are homophones.
