Yes it's because the trade they facilitate is generally between two nations, even though they want all nations to trade with each other. _________________ There's no such thing as an exception to the rule...

Wow... it's a good point that I just happen to know! It's a little bit difficult for me to adapt to my first language since there is not much different between "between" and "among" in speaking/written forms.
There are separate terms for "bilateral" treaty and "multilateral" treaty.
