Hi Ismail,
To be perfectly honest none of them seems correct. Since you are saying "by February, 2010", we assume that it hasn't been done yet. Thus, I'd use the future:
We are please to inform you that your salary is going to be been increased by 12% by February, 2010.
This is my guess...but please wait for a teacher or a native speaker.

Yes, the increment has not been done yet, i mean it would be effect at the end of February, 2010. Teachers I need your correct sentence. |

What about consumer inflation? There is no mention of it in your sentence! "We are pleased to inform you that your salary has been increased by 12%, to account for consumer inflation and this will be effective from February, 2010." |
