You have the expression wrong. It's 'The rich get richer'. The definite article is used because 'rich' is a noun, and it refers to a specific segment of society, as opposed to 'the poor' (who get poorer).

The word "rich" is generally used as an adjective. However, in the sentence Hamids posted, the word "rich" is used as a plural noun.

Dictionary.com has a specific entry for this usage. See definition 19 in the following link:

I would think you can grammatically but the original (the rich) is from the Bible.
