Here are a couple of examples:

- If you don't stop shilly-shallying around, we're going to be late.
(Here the intended meaning is similar to "dilly-dally" or "dawdle".)

- After much shilly-shallying, the zoning board ultimately turned down my request for a building permit.
(Here the intended meaning of the gerund is similar to "indecisiveness".)
