please explain to me those two sentences

"we consider a dielectric loaded partially filled plasma waveguide."

" we consider a waveguide coated with a thin layer of a dielectric material" .

could someone please tell me the difference between those two sentences.
I think that the first one says that the dielectric is in the waveguide and the second says that the dielectric covers the waveguide, am I right?
