i think it's the first one as below is an adv.

Unfortunately, both are in use. 'Below' is becoming an attributive adjective.

Thank you both for your replies.

Anyone else want to weigh in?

I'm trying to determine the proper placement because I see more and more people using the second version at work. For example:

"Please open the below attachment."

It just doesn't seem to be correct but the more I see it, the more I get used to it.

Good for you! Because that's how language works. But if you don't like it (as I don't), then stick to your guns and use 'the attachment below'.
