Construction of new hydropower facilities in the upper reaches of the Amu Darya and Syr Darya rivers should take into account the irrigation regime and environmental safety.
All the problems relating to the provision of water and energy balance in Central Asia should be settled on the basis of mutual understanding, bilateral dialogue and consensus among the countries of the region.
