Morals .. Like it's principles but the 'alley morals' is vague.

Alley like when people get toghether while the talking here is about one single politician. !!!!!!!!

'Alley morals' is not vague; it is a very vivid idiom. It is the morals exhibited by drug dealers, petty thieves and other denizens of dark city alleys.

'Back' here is a sort of intensifier for 'alley', which is a 'back street' in itself: alleys run along the backs of buildings.
