Hi,

is it possible to say : I have an assumption of something be something else?

For example, there is an assumption of coupling capacitance be proportional to ...
Or it's better to say : there is an assumption that coupling capacitance is proportional ...

You cannot use the first ('be') form here.

Generally, this 'be' structure -- it's subjunctive-- requires a 'that' dependent clause and a verb, adjective or other form of request, demand, insistence, etc, in the main clause:

It's necessary that the cat be fed daily.
He begged that his child be released from jail.
They suggested that we be quiet in the museum.

I don't think that verb is in the list, Mkostya-- at least 'is' sounds much better to me.
