Generally, this 'be' structure -- it's subjunctive-- requires a 'that' dependent clause and a verb, adjective or other form of request, demand, insistence, etc, in the main clause:
It's necessary that the cat be fed daily. He begged that his child be released from jail. They suggested that we be quiet in the museum.
