What does to be to means?
I have to examples:
He was to have paid us a visit
He was to have brought it with him

This form is used for a scheduled event.

He was to have paid us a visit = He was scheduled to pay them a visit.
He was to have brought it with him = He was going to bring it with him.

Hi, again on this subject, in the following expressions, I understand that the actions are not scheduled events, but a kind of order or suggestion, can TO BE TO have another meaning, like must or have to?

You ARE NOT TO wait for others to invite you, you ARE TO take the initiative.

IMO,

You ARE TO take = You are supposed to take: +scheduled (take) by obligation (necessity). --> must.
You ARE NOT TO wait = You are not supposed to wait: -scheduled (wait) by obligation (necessity) --> must not.
